Wenham Finance Committee Sets February Deadline for Cutler School Project Recommendation

WENHAM — January 8, 2025 — Wenham Finance Committee targets late February for Cutler school recommendation, closes budget gap to $128,000. The committee, chaired by Finn, spent most of its January 8 meeting building the analytical scaffolding for an up-or-down recommendation on the $142 million Cutler School Building Project, setting a late-February deadline to deliver that opinion to the Select Board before the spring Town Meeting warrant closes. Members identified two critical missing data points: a standalone maintenance cost estimate for the Winthrop school — project documents provide a base-repair-and-code-upgrade figure of roughly $44 million to $48 million for Cutler but nothing comparable for Winthrop — and a formal operational-savings commitment from school officials, who declined to put a number on record at the same-day all-chairs session. A Massachusetts Supreme Judicial Court ruling issued January 8, affirming the Attorney General's broad authority to sanction 3A noncompliance, added a new wrinkle: Hamilton is believed to have earmarked the Winthrop site for MBTA Communities Act compliance, potentially eliminating any "repair and delay" option. On the FY2026 operating budget, Town Administrator Jeff reported the school district had reduced its request by roughly $300,000 to $400,000 since December, narrowing the town's over-levy-limit exposure to approximately $128,000 — a gap Jeff said he is "not greatly concerned" about closing before Town Meeting.
