Wayland Planning Board Pushes Subdivision Rules Overhaul Toward Mid-May Final Draft

WENHAM — April 22, 2026 — Wayland Planning Board works through second draft of subdivision rules overhaul at special session. The board, chaired by Ann Weeks and joined by members David Anderson, Scott Schoenberger, and new member Marcus Wright, met Wednesday with consultants from Innis Land Strategies Group and Expedited Engineering to review the February 27 draft, which reduced street classifications from five to four, simplified legal language, and consolidated design and construction standards into one chapter. Key policy questions debated include whether to explicitly require underground electric utilities in new subdivisions, whether to replace a mandated seeded-grass strip between sidewalks and streets with language allowing native plantings, whether to strengthen or reframe dead-end street discouragement language, and whether to add stormwater systems alongside drainage systems in the performance bond release provisions. A grant deadline in June is driving the timeline; board member written comments are due to the consulting team by May 1, with a final draft targeted for mid-May.
